Bedework is currently being updated to support jsCalendar as a content-type for CalDAV.

Cyrus server
Cyrus server supports jsCalendar as part of its JMAP protocol implementation.
The source code for jsCalendar and iCalendar mapping is open-source in jmap_ical.c
